In the 20th century, people were confused about the effects of marijuana. When immigrants made it popular and it became more accessible, people became afraid of its effects. This movie is funny, and is exaggerated propaganda to paint marijuana as a drug that can make you a murdering maniac. After the movie was released, many of the states put life sentences or even death sentences for offenses like second-time dealing to a minor or second-time possession of one cigarette. In the 1960's, these laws were scaled way down, since everyone was doing it and there weren't murdering maniacs running around. Watching that movie was hilarious, just because of the way the teenagers would exaggerate their stupidity, and stuff like a fake hit-and-run. Many of my friends would be confused if they lived back then. My friends would've been bitched at to no end if they tried to defend marijuana back then. I found it crazy that the states cracked down on it so badly, and all over crap science and media. I would imagine that time being confusing, if people were swayed that easily and didn't question the facts.
